There is no explanation for why seasional fluctuations would change, as they are based purely on latitude. If there is seasonal variation in solar irradiation (as is shown in this graph for most of the data), then we should see fluctuations for all periods of time. Its as if some of the data was recorded in europe and some near the equator. Besides, even if the data is accurate the scale is miniscule, and I find it hard to believe information on solar irradiance could be collected to such accuracy as far as 400 years back.
